File Extension Changer
This simple program will allow you to change the extension of any file(even shortcuts ".lnk").

That sounds interesting.
But, what if you convert say... a PNG to an EXE? What would happen then?

Well that's kinda the point. You can use it for anything but it's also for those rare occasions when you need to make a file (such as a picture) look like something that may be completely different. An example would be changing a shortcut file (.lnk) into any other file so that it can be used as an include file in GM. [That's my solution to learning how to make a real shortcut from code or something ]
You may think "why dont you just manually change it" but some computers dont allow you to do that or some people dont know how to.
You could also use it take "hide" files in plain view. Example: if I were writing a mean letter about my boss in a TXT file I could just change the extension to a video file or something. So when someone clicks on it, it will just come as "corrupted data".

My computer kinda does that and kinda doesn't. It'll let me change pictures like .jpg to .bmp but I can't change it from .wma to .mp3 and use it from iTunes. Does this convert or just change it?

It just changes the extension. It does not convert the file. When you change it it will just look as if it is another type of file.

I'm 100% sure it doen't convert. (EDIT: I was correct, somebody posted before me )
Some programs looks for the extension to see how to open a file. In that case you can't open a jpg file, where the extension was changed to bmp. Better programs look what is inside the file and can read it correctly even if it is a jpg file with the bmp extension.
In Windows I think it's default that the extension is not shown, but it can be changed in Windows (XP):
Start->Control Panel->Folder Options
Under View there should be something like "Don't show extensions of known file types" (I'm German and don't know what there actually is in English). Uncheck it and you see the extensions of all files, except of .lnk files.

What asmodeus said it true. All files have something that is called a header which describes to the computer what kind of find it is you are openning. If you where to change the extension of a file, it would still retain it's header; so if you open it up in another program it will know that the file has the wrong extension.
Example: Use this program to change a picture (preferably a PNG) into a .txt file. Open the file up with NotePad and look at all of the jiberish. You can clearly see in the first line that there is something that may look like the original extension[e.i. PNG would have something like "‰PNG" and JPG would have something like "ÿØÿà JFIF "]. This is most likely the file's header being read from binary and being decoded as text.
